01 · The problem
Six departments, 260 labels, none written for staff
Reaching a weekly form took six clicks. Most staff gave up and used search, or phoned a colleague.
- ConstraintNo content could be deleted, because every department defended its section
- ConstraintThree staff groups with different levels of urgency, sharing one home page
- BetCap the hierarchy at three levels and name every page after the task, not its owner

Data settled the debate
Path analysis of 289,888 sessions, then templates specified as ranked lists of content goals before any layout — so debates were about priority rather than pixels.
